History of Spain. Conduction of convicts, by transits of justice, as it was carried out before the Royal Decree of 2 January 1883, promulgated by Venancio Gonzalez (1831-1897), Minister of Governance (1881-1883). The new decree stipulated a regular and periodic service for the transfer of prisoners and convicts, stipulating that their transport should be carried out, as far as possible, by railroad lines, in suitably constructed prison vehicles, or on foot, depending on the distances and days to be covered, in decent conditions.
