The governor of the maritime territory (russian far east) yevgeni nazdratenko and the regional administration appealed to the japanese government to assist them in solving the ecological problems of the area ,the administration of the territory asked to give the purpose-oriented credit for the utilization of the russian nuclear submarine fleet in the far east,due to the financial defecit the utilazation of the outdated submarines is carried out at the slow rate, and there are no means enough to support the nuclear reactors of the submarines in a safe condition which may cause ecological problems in the maritime territory, obsolete submarines waiting for the utilization, february 1998.
