Following a conference at the White House today between President Roosevelt and Joseph P. Kennedy, Chairman of the Maritime Commission, the Chief Executive issued an order forbidding Government-owned merchant vessels to transport arms or ammunition to Japan or China. Kennedy is shown leaving the conference.
