Two central figures face each other, one with arms outstretched and a ruffled collar, the other gesturing with raised hands, while surrounding men watch and some raise their arms. Ships with furled sails and several masts appear in the background to the left, and tall narrow buildings line the right side. The sky above is filled with layered, textured clouds.
