A stone pier or fortification juts into the water with figures walking and working on it, and a windmill stands atop the structure alongside small buildings and platforms. People are visible on the decks of boats and along the pier, some handling ropes and carrying items, while others stand observing. The sky is filled with large, layered clouds rendered with fine linework. In the foreground waves break against the wooden defenses, and maritime equipment such as masts, spars, and rigging appears throughout the composition. At the bottom center an ornate emblem with a crowned vase amid flags, cannons, anchors, and decorative elements is depicted.
