In front of the building a large decorative fountain complex features multiple sculpted figures and flowing water, with jets and cascades visible. A long reflecting pool or canal stretches toward the foreground, lined with low plant clusters emerging from the water. Flanking the central scene are procession-like rows of flags and banners, temporary structures, and groups of people standing or walking along paved areas and steps. The sky above is empty and pale, filling most of the upper portion of the image.
