Figures in period clothing stand on sand and in shallow water, some with arms raised, others reaching toward a boat where uniformed men stand. Rowboats and a larger ship with tall masts and flags are visible in the water, and oars protrude from one of the boats. Waves lap at the shore with textured lines indicating foam, and seabirds fly across a cloud-filled sky. Men, women, and children wear coats, hats, and cloaks, and a few figures appear to be helping or boarding from a small craft alongside a larger vessel with rigging and sails.
