Two large sculpted winged figures sit atop pedestals at the outer corners of the roofline while a central sculptural group crowns the dome. In front of the building a busy street scene shows many horse-drawn carriages, open and covered, with drivers and passengers, and numerous pedestrians walking or standing. Lamp posts and decorative ironwork line the area immediately before the facade, and multi-story buildings with rows of windows and awnings flank the scene on both sides. The overall tone of the image is sepia and the sky appears clear and pale above the architecture.
