Round dry impression of the seal of the Civil-Military Order Commission of Owruck County, 1790. Round impression showing in the field a crowned eagle with its head facing left; on the eagle a decorative shield bearing St. Michael holding a downward-pointing sword in one hand and a sword scabbard in the other, with a central capital letter P and a bear (coats of arms of the Kilów Voivodeship). In the rim an inscription: 'PIECZEC KOMMISSYI PORZADKOWEY CIWILNO-WOYSKOWEY POW : OWR.' Poland, Owrucki poviat., A textured, crumpled sheet with an embossed circular seal occupies most of the image; the seal shows a symmetrical design with a crowned emblem at the top, two stylized wings or bird-like forms flanking a central shield with intricate raised details, and a beaded border around the circle. The paper is mainly beige and off-white with areas of darker tan and light brown staining and slight discoloration, and there are subtle shadows emphasizing the creases and embossing. The bottom edge of the sheet is irregular and rests on a contrasting black background.
