Round seal: crowned eagle with head facing left in the field; a decorative shield showing St. Michael holding a downward-pointing sword in one hand and a sword scabbard in the other, with a central capital letter P and a bear (coats of arms of the Kilów Voivodeship). Rim inscription: 'PIECZEC KOMMISSYI PORZADKOWEY CIWILNO-WOYSKOWEY POW : OWR.' Poland, Owrucki poviat., An embossed circular seal pressed into textured paper showing a detailed eagle with outstretched wings and a crown above its head, a central oval medallion over the eagle's chest containing a standing human figure and an animal, and a ring of bead-like dots forming an inner border; the paper is a muted greenish-gray with subtle darker and lighter variations and visible fibrous texture.
