THE CIVIL WAR IN CHILE: THE OPENING SKIRMISH OFF VALPARAISO; On August 20th the Esmeralda and the Magellanes chased two torpedo boats which during the night had got too far out of Valparaiso Bay in a fog. When the fog lifted the torpedo boats found themselves dangerously near the ships, but after a brisk skirmish they escaped into the harbour.
