Lee F. Hanmer, 1917. Lee F. Hanmer (1871-1961) from New York, was a member of the War Department's commission on training camp activities which convened in April 1917. He was a speaker at the National Conference on Community Music at the Astor Hotel which was held from May 31 to June 1, 1917. As director of the recreation department of the Russell Sage Foundation, he helped to found the Boy Scouts of America, and later helped to form the Campfire Girls of America.
