'General Sir William Fenwick Williams, on whom her Majesty has been pleased to confer the post of Constable of the Tower of London,...was educated at the Royal Military Academy, at Woolwich, and entered the Royal Artillery in 1825. He was British Commissioner in Turkey in 1840-3 at the Conferences which preceded the signing the Treaty of Erzeroum, for settling the Turco-Persian frontier, in 1848; and acted as Times' Correspondent with the Turkish forces in 1855. He held the command of the Turkish Army during the siege of Kars, for the defence of which city he was nominated a Knight Commander of the Order of the Bath, created a Baronet,...besides being...admitted a freeman of the City of London. He was appointed Commander of Woolwich Garrison in 1856, and Commander of the Artillery in Canada in 1859. He held the Lieutenant-Governorship of Nova Scotia from 1865 to 1869, and commanded the garrison of Gibraltar from 1870 to 1876. From 1856 to 1859 he represented the borough of Calne in Parliament in the Liberal interest. He was promoted to the rank of full General in 1868'. From "Illustrated London News", 1881.
