'Lord Carlingford, the newly appointed Lord Privy Seal,...will take charge of the Irish Land Bill in the House of Lords. As Mr. Chichester Fortescue, he was formerly Chief Secretary for Ireland, and held a seat in Mr. Gladstone's first Cabinet as President of the Board of Trade. He...was educated at Eton, and at Christ Church, Oxford, where he obtained first-class classical honours in Michaelmas Term, 1844, and subsequently gained the Chancellor's prize for an English essay. In 1847 he entered Parliament in the Liberal interest, as one of the members for the county of Louth, and held that seat down to the general election of 1874, when he was defeated, and was forthwith raised to the peerage as first Baron Carlingford. He was successively a Lord of the Treasury, Under-Secretary of State for the Colonies, Chief Secretary for Ireland, and President of the Board of Trade. His Lordship is Lord Lieutenant of Essex, a Deputy Lieutenant for the county of Louth, and a magistrate for Somerset. In 1863 he assumed the name of Parkinson...[and] was left a widower in 1879'.
