The State of Ireland: "Captain Moonlight" surprised by a police patrol, 1881. 'Our Special Artist, Mr. A. O'Kelly, has furnished [a] Sketch of "Captain Moonlight," with a band going to perpetrate some nocturnal outrage, surprised by the police patrol...the influence of the proscribed Land League makes itself felt in the disturbed districts, although the number of imprisoned suspects is now swollen to 350, and the courts for the redress of tenants' grievances are in full operation. Day by day there is a dismal record of cruel murders, dastardly outrages, the extension of terrorism, and the utter inability of the authorities to arrest the criminals or secure convictions. "Captain Moonlight" and his bands of incendiary ruffians might be more easily checked in their career of crime were it not for the complicity or abject fear of the whole population in the rural districts. A military force of 40,000 men, supplemented by many thousands of armed constabulary, seems quite unable to cope with a "veiled rebellion" in which the law is powerless; and to suppress this silent revolution neither a suspension of trial by jury nor the proclamation of martial law - both which expedients would require Parliamentary sanction - promises to be effectual'.
