Movers and Seconders of the addresses in both Houses of Parliament in answer to the Queen's Speech: the Hon. W. H. B. Portman, 1862. Engraving from a photograph by '...John and Charles Watkins, of Parliament-street. Mr. Portman is the eldest son of the first Lord Portman by Lady Emma, third daughter of the second Earl of Harewood, and was born in London in July, 1820. He was educated at Eton, and Merton College, Oxford; married, in 1855, Mary Selina Charlotte Wentworth Fitzwilliam, daughter of the late Viscount Milton. He is a Deputy Lieutenant for Somersetshire and Dorsetshire, and Colonel of the West Somerset Yeomanry Cavalry, in the uniform of which corps he appeared on the occasion of moving the Address. Mr. Portman is not amongst the youngest members of Parliament, having sat for the borough of Shaftesbury from 1852 to 1857, when he was elected one of the members for the county of Dorset'.
