'District of Columbia, Washington County...Jacob Payne ...made oath on the Holy Evangelis of Almighty God, that he has known Elizabeth Fletcher [an African-American woman], about twenty one years of age, from her infancy...and that she was born of free parents, and that he never knew her freedom to be questioned...I William Brent...further certify that Elizabeth Fletcher the bearer hereof is a high mulatto woman...has a scar at the left corner of the mouth, and a small dimple on the left cheek bone, part of the ball of the thimble finger of the right hand cut off near the nail, is the same Elizabeth mentioned in the above affidavit as identified to me by Jacob Payne - In testimony whereof I have hereunto subscribed my name & affixed the seal of the said Court at the City of Washington...'.
