Wilbur "Bullet" or "Bullet Joe" Rogan was an African-American hall of fame baseball player who served with the United States army in the Philippines. Rogan played pitcher and outfielder in the Negro baseball leagues for the Kansas City Monarchs from 1920 to 1938.
