'Lincoln's Two Difficulties', 1862. Lincoln comments: What? No Money! No Men! President Lincoln was calling for a second draught of 300,000 men to be called into service from the militia for a period of nine months. He was having great difficulties in persuading sufficient men to volunteer, and the public debt was growing rapidly. At this time, it is estimated to have been in excess of $1,222,000,000. So, in this cartoon, a glum Lincoln, hands thrust into empty pockets, is being told that he has no men, and there is no money. From Punch, or the London Charivari, August 23, 1862.
