'An Uncommonly Civil War', 1860. Mr Bull says: Allow me, my Dear Emperor, to Introduce your Notice these Beautiful Diamonds!. The Emperor replies: And let me, Cher M Bull, Offer you a Glass of this Excellent Light Wine!. In February, England and France had committed themselves to the Treaty of Commerce. Under the terms of the Treaty, Britain could export coal to France free of duty whilst French wines could be more cheaply imported. This cartoon depicts John Bull, the representative of the British people, swapping coal for the wine being offered to him by Louis Napoleon.The reference in the heading to a civil war concerns the many rumours circulating during the previous year concerning Louis Napoleon's supposed plot to launch an invasion on Britain.
