'A Derby Obstruction', 1861. Disraeli is endeavouring to obstruct the passage of the phaeton being driven by Lord Palmerston, with Gladstone beside him and Lord Russell in the rear seat. Disraeli says Shan't get out o' the way. I'd like to upset the lot of yer! Mr Gladstone's Budget of 1860 had proposed the abolition of the duties on paper. This created a crisis as the Conservative majority in the House of Lords chose to reject this particular proposal. Gladstone had been furious, so, in 1861, he altered the budged procedures, embodying all the year's financial proposals, including the repeal of the paper duties, into one enormous bill. If the Lords wanted to reject the repeal of the paper duties, they would have to reject the whole Budget proposal. There was vigorous and vociferous opposition to this plan from the Conservative opposition here represented by Disraeli seated on a small donkey-drawn cart.
