The widespread chaos caused by revolutionnary turmoil had lead to a severe lack in scientific advancements, almost bringing this new tradition of aerial experiments to a halt. The French state, isolated and under siege from all angles, were forced to disregard all other matters including scientific discoveries in order to confront their enemies.
