This seal is a chatelaine item belonging to a Russian prince.

Charles the physicist and the Robert brothers invented the hydrogen balloon in 1783.
The first "free balloon" rose over the Champs de Mars on 27th August 1783. On 1st December 1783 at the Tuileries, Charles and the youngest of the Robert brothers took off into the air on board a gas balloon. They landed in Nesle la Vallée.
