The vignette shows an engraved medallion with a profile bust of a man surrounded by a circular frame, flanked by architectural and engineering objects including a column, scrolls, a book, a triangular drafting instrument, a torch or lamp, a plinth with a helmeted bust, and a laurel branch; rays and a small cluster of stars appear above the medallion. Below the vignette is a decorative rectangular cartouche containing large capital lettering. The remainder of the page is filled with dense printed paragraphs in a serif typeface, arranged in two columns, with a bold heading and a smaller line of text beneath it centered above the columns. The paper shows light age-toning and faint speckling.
