The Negro's Part in the Reconstruction of South Carolina, 1940. 'The writer is calling our attention to the fact that the United States Congress, feeling that the state of South Carolina along with other ex Confrederate [sic] states was not making an honest effort to recognize the results of the Civil War in reforming its government, decided to place the state under military control and force, another plan of reconstruction known to all students of United States history as the "Congressional Plan". This plan embraced the Civil Rights Bill, giving the freed men all the civil rights of citizens. It also embraced the Fourteenth Amendment, which each ex-Confederate state was required to accept and approve before it could be readmitted into the Union. Thus Negroes were given the power to vote and help destroy the Black Codes and other leigislation prejudicial to their interests which the white people of this and other south...'.
