The HOT LINE between the President of the USA and the Premier of the USSR was designed to allow direct communication at a moment's notice. At its inauguration on 31 August 1963, it was hailed as a major telecommunications achievement. This cartoon by Professor H.E.Kohler and published in Frankfurter Allgemeine Zeitung is typical of contemporary press comment. KENNEDY is asking Khrushchev to halt the Soviet advance because the US cannot get their forces across the Atlantic because of fog.Khrushchev is saying certainly, but in the meantime we'll bomb your airfields in Germany.
